The article makes it about IP theft but I'm sure this is to deter scammers, or at least signal an intent to do something about all the spammers and scammers using those APIs to build their bots. Lots of Twitter bots out there selling garbage and scamming users using ChatGPT (or some other GPT)-generated text
And/or the endgame of surveillance capitalism is to normalize services that can't be used anonymously, and to invisibly multiplex advertising and other narratives into delivered content.

Not sure how will that work when OpenAI aren't the monopolist in that space. Other models that are good enough for scammers will be available.
May be this is to have more time from release of a new model to dwarf the distillation by competitors.
